With democracies around the world facing unprecedented threats from authoritarian actors, unbiased, factual information is more important than ever before. To address this need, five leading news agencies, under the consortium leadership of Germany's dpa Deutsche Presse-Agentur, have launched a new information service dedicated to the systematic monitoring of democratic processes.

Built on Superdesk, Sourcefabric’s open-source content management system, the Democracy News Alliance (DNA) will help think tanks, foundations, government agencies and companies track autocratic shifts and signs of democratic improvement. 

From Idea to Product

The idea for DNA first emerged during Germany’s G7 presidency, in 2022, when news agency leaders recognized the need to support well-informed global decision-making around democratic trends. Building on experience from the European Newsroom in Brussels, the agencies explored a global model, and a 2023 feasibility study confirmed its potential.

Christian Röwekamp, Editorial Director of DNA at dpa, explained that the team quickly realised the need for something tangible to engage clients and funders. This led to the creation of a minimum viable product: an English-language website and newsletter offering curated reporting and analysis on democratic developments worldwide.

Where Superdesk Comes into Play

To support this model, DNA required a technical platform capable of bringing together content from multiple international agencies – each with its own editorial processes and often operating in competitive markets – into a single, neutral workflow.

“We were looking for a third party that could import content from several agencies in one system, support editorial collaboration, and publish directly to a website,” said Röwekamp. “Superdesk offered exactly what we were looking for.”

Superdesk enabled content from different agencies to be ingested, normalised, and processed via a shared workflow. Common editorial rules and vocabularies were agreed on to ensure consistency, while still allowing agencies to retain editorial independence.

How Superdesk Supports the Editorial Workflow

The setup uses Superdesk as the central editorial system, with Superdesk Publisher and a Progressive Web App (PWA) powering the website. This separation allows editorial workflows and front-end presentation to evolve independently.

“The main challenge was coordinating multiple agencies in parallel, each with different news feeds, internal processes, and expectations, rather than resolving a single technical issue,” said Aleksa Ćirić, Business Development Manager at Sourcefabric. 

“Superdesk’s flexible setup made it possible to bring content from different sources into a shared workflow. Early alignment on metadata, vocabularies, and editorial rules, followed by iterative testing with real content, helped avoid disruption while the platform was refined.”

This centralised workflow allows editors to focus on clarity, consistency, and editorial independence which are all important factors of the project.

“As a news agency, our role is to help people make well-informed decisions without promoting a particular political view,” Röwekamp said. “That principle also shaped how the website is structured and how users interact with it.”

A Structured Approach to Democracy Reporting

A defining feature of DNA is its structured editorial framework, developed in collaboration with the Varieties of Democracy (V-Dem) research project. From more than 600 academic indicators, 106 were selected and adapted specifically for journalistic use. 

These are then grouped into 16 different mid-level indicators, including “clean elections,” “freedom of association,” “political corruption,” and “equal access to power.” 

Each article on the website is connected to one of these indicators, helping users identify developments in specific areas of democracy.

DNA was designed for professional audiences and provides controlled access to its content. One of the key customisations requested for the project focused on access control and publishing. Registered and approved users can read full articles, while others see only headlines and abstracts on the website’s homepage, keeping the platform open enough to explore while remaining trusted and useful for institutions that rely on it.

Looking Ahead

Early feedback following the launch has been highly positive, particularly regarding the site’s clear structure and intuitive navigation. 

Despite the complexity of coordinating teams across multiple countries and time zones, the project was delivered through close collaboration and regular communication between editorial, technical, and other stakeholders.

With Superdesk at the core of its workflow, the Democracy News Alliance now has a flexible and scalable platform to support structured democracy reporting, international collaboration, and future expansion.

“The project was designed with future growth in mind. New agencies, additional content streams, or new democracy indicators can be added without changes to the core architecture,” said Ćirić. “Superdesk provides a stable central newsroom, while Publisher and the PWA make it possible to extend distribution channels and adapt the user experience as the project evolves.”
